Generally speaking, less tech the farther out and more magic and vice versa. 9-Epic scale magic. 8-wild magic. 7-rune magic. 6-crafting magic. 5-magic items and tech items. 4-industry. 3-modern technology. 2-advanced technology. 1-divine technology. Basically, true in all nine realms. So, the 5th ring in all nine realms is the neutral trade sort of area.
Generally speaking, magic or tech can move one ring against its nature and not limited towards its nature. So a magic item from 5 can go and function as normal in 4, 5, 6, 7, 8, and 9. And, a tech item can go and function as normal in 6, 5, 4, 3, 2, and 1. This is cross realms. If a tech item is in 7-9, it should not be expected to function due to residual magic and may also be targeted by outer ring beings of the nine realms.
If a magic item is brought to 3, 2, or 1 it will be surprised by “reality,” which is like tech’s version of magic.
For magic user a 9 power can be used in a ring 8 but will be suppressed in ring 7 a ring 8 level or simply won’t work at all. Similarly, reality-based equipment, alterations and expertise will be the same from the other side.
Loopholes: Anything created by any means that is static can go anywhere and likely retain its attributes. In this way residents of Ringworld Seven can get swords made from indestructible material from Ringworld One, but they wouldn’t be able to activate its divine tech aura feature.
Also, a person physically altered by magic or technology would remain altered as long as the changes are stable.
The holy grail is to have a person break these rules and not be corrected by enforcement beings, such as those from Asgard.
When Asgard fell, in desperation and ambition a select group of leader’s sons were collected in Ringworld One Midgard, altered, and transported to Ringworld Nine.
A group of sixteen were sent with forty-one escorts. Four different approaches were used. Each with four different boys.
Seeke’s group went with A. physical enhancement, especially in joints and bones. He was made to handle punishment better. B. Blood infusion from a seventh Ringworld viking. C. Mana core from a ninth Ringworld creature surgically installed and then shattered. All this was done in Ringworld One labs.
The team was tasked to start with Ringworld 6 and then 7 to learn and use magic. At 8 and 9 the goal is to absorb the shattered mana core.
